Great! Good to define the Rules and Regulations, Guidelines for new members, and post onto our forum.
Just a suggestion... Is it possible to display the guideline/R&R (Rules & Regulations) after a new member has just signed up ?

during registering there's a Terms of Service, but who reads that?

I've read the TOC avaliable, and have a few points
- are multiple accounts allowed?
- might want to add more details about trolling/personal attacks/recommended behaviour/unruly behaviour
- troublemakers will have ips logged and action taken
